You've seen the ads on Facebook: “Government will pay for a brand-new boiler — apply now!” Some are legitimate. Many are scams. Here's the honest engineer's 2025 guide to free boiler grants in the UK — written for Lancashire homeowners.
What is the ECO4 scheme?
ECO4 stands for Energy Company Obligation 4. It's a government-backed scheme (running until March 2026) where the big energy suppliers (British Gas, EDF, Octopus etc.) are legally required to fund energy-efficiency upgrades for low-income households. A new boiler is one of the qualifying upgrades.
It's NOT “the government paying you£3,000” — it's an energy company paying an approved installer directly to fit a new boiler in your home. You pay nothing (in most cases).
Who qualifies in 2025?
You qualify automatically if anyone in your household receives one of these benefits:
- Income Support
- Income-based Jobseeker's Allowance
- Income-related Employment and Support Allowance
- Universal Credit
- Working Tax Credit (and earning under £20,000/year)
- Child Tax Credit (and earning under £20,000/year)
- Pension Credit (Guarantee element)
- Housing Benefit
You may ALSO qualify under the LA Flex (Local Authority Flexible Eligibility) route even if you don't receive benefits, if you have a low income (under £31,000) AND a vulnerability (asthma, COPD, elderly, young children, mobility issues, etc.). Burnley, Blackburn-with-Darwen, Lancashire County and Hyndburn councils all participate.
What you get
Typically: a new A-rated condensing combi boiler (usually a Glow-worm, Vaillant, Worcester or Ideal — quality of brand depends on the installer), fully fitted, with a manufacturer warranty (5–10 years), plus often:
- Smart thermostat (e.g. Hive or compatible)
- Thermostatic radiator valves (TRVs) for every radiator
- Pipework upgrades if needed
- Building Regulations Compliance Certificate
- Gas Safety Certificate
What you don't get
- Premium-brand boilers (Worcester Bosch 8000 series, Vaillant ecoTEC Plus) — usually you need to top up if you want these
- System changes (combi to system, or vice versa)
- Unvented cylinder upgrades (out of scope)
- Major pipework rework if the system is in poor condition
The application process — step by step
- Use the official GOV.UK checker at gov.uk/check-eligible-boiler-upgrade-scheme. Avoid third-party “free check” sites that capture your data and resell it.
- Contact your energy supplier directly (not random Facebook ads). British Gas, Octopus, EDF, Scottish Power, Ovo all have ECO4 web pages.
- A surveyor visits to assess your home — usually within 2–4 weeks.
- You get a written offer outlining what's included and any contribution you might need to pay (rare, but possible if home requires extra work).
- An approved installer fits the boiler — usually within 6–10 weeks of the survey.
The scam warning signs
Don't engage with anyone who:
- Calls you cold and says “you're entitled to a free boiler”
- Asks for £50–£500 “application fee” or “processing fee” — there are NO upfront fees, ever.
- Says you need to act in “the next 24 hours” (high-pressure sales)
- Asks for bank details before any home survey
- Won't give you a company registration number or written quote
What about Gas Tech Plumbers and ECO4?
Honest answer: we are NOT an ECO4-approved installer. ECO4 work is dominated by a small number of large national companies (PHS, Eon, British Gas) because the admin is enormous. For a free ECO4 boiler, go through the official GOV.UK route.

- Repairing an ECO4 boiler after the install warranty expires — we service all brands.

Don't qualify? Alternative options
- 0% finance: Many manufacturers (Worcester Bosch, Baxi, Vaillant) offer interest-free finance over 2–3 years. We arrange this on installs over £1,500.
- Boiler Upgrade Scheme (BUS): Up to £7,500 toward a heat pump installation (a different scheme, anyone qualifies).
- Local council schemes: Hyndburn, Burnley and Pendle councils occasionally have small-scale local energy efficiency grants — check their websites.
